The search for a new President of Cook Inlet Region, Inc. (CIRI) found a winning candidate at one of its tribal affiliates. The corporation named Tabetha Toloff, a CIRI shareholder, to fill the position left vacant since October when Sarah Lukin stepped down after a year in the role.

Toloff most recently served as chief administrative officer for Cook Inlet Tribal Council, one of CIRI’s three designated tribal organizations. In her new position, she leads the corporation’s ANCSA mission and operations, spearheads stakeholder engagement, and provides strategic oversight of shareholder and descendant programs and corporate affairs departments. CIRI separated the president and CEO functions in 2023 upon the retirement of Sophie Minich, who had held both positions for a decade.

“We are excited for Tabetha to join the executive leadership team,” says CEO Swami Iyer. “Her empathy for our shareholders, strong leadership competencies, and deep understanding of the history, importance, and priorities of ANCSA will make her an invaluable member of our team.”

Toloff holds a bachelor’s degree in organizational management from Alaska Pacific University and a master’s degree in organizational leadership/certificate in servant leadership from Gonzaga University.

Alaska Native regional, village, and urban corporations operate in every industry all around the state, often in regions that don’t attract attention from other corporations. Our cover story for December 2025 is an excellent example, as it covers the investment Aleut is making in its region, Unangam Tanangin, or the Aleutian Islands, which stretch 1,000 miles into the Bering Sea and Pacific Ocean. The Alaska Native special section also visits Kodiak and the handful of corporations benefiting that region, and looks back over fifty years of ANCSA corporation history and how the corporations have built, maintained, and strengthened communications and relationships with their shareholders.
