Beaver Joint Utilities Fuel Transfer Release

TIME/DATE OF DISTRIBUTION: 3:00pm on November 18, 2016
POTENTIAL RESPONSIBLE PARTY (PRP): Beaver Joint Utilities (BJU)
INCIDENT LOCATION: Unnamed Street North of the U.S. Post Office in Beaver, AK.
TIME/DATE OF SPILL: BJU employees discovered the spill while in the process of transferring fuel into an aboveground storage tank (AST) during the evening of October 18, 2016. BJU reported the spill to ADEC at 10:30 a.m. on October 19, 2016.
TYPE/AMOUNT OF PRODUCT SPILLED: The spilled product is #1 Fuel Oil. Exact amount released is unknown, but is estimated to be approximately 200 gallons. Volume estimate is based on size of affected area, as well as tank gauging records.
CAUSE OF SPILL: During fuel transfer operations between a mobile and stationary AST the fuel transfer hose disconnected, which allowed fuel to release onto the ground.
SOURCE CONTROL: The source is controlled.
RESPONSE ACTION: Initial response actions were initiated immediately upon discovery of the disconnected hose. When the driver observed the release, he gathered old clothing and used it to absorb the spilled fuel. Some remaining free product was observed during the inspection on morning of October 19th. Recoverable fuel was then removed by absorbent pads which were found after the initial deployment of old clothing. BJU response personnel conducted soil removal activities between October 20-28, 2016 to remove the most severly contaminated soil from the site.
RESOURCES AFFECTED: Land adjacent to the U.S. Post Office in Beaver, AK. Size of affected area and additional affected resources are yet to be determined. Beaver has a public drinking water source, located approximately 850 feet away from the spill site. The Beaver Cruishank School is within 200 feet from the spill site. A diesel odor was observed outside the school until the saturated gravel was removed and the excavation backfilled, but there has been no reports of a diesel smell inside the school.
FUTURE PLANS AND RECOMMENDATIONS: Screening and laboratory sample results from the excavation show that there is still significant contamination remaining at five feet below ground surface. Due to the cold temperatures and frozen soils, additional soil removal activities will have to wait until next spring or summer. The department will continue coordinating cleanup activities with BJU to ensure that the released product does not pose a threat to human health or the environment.
