Municipality of Anchorage Chief Fiscal Officer Lucinda Mahoney wins Alaska Municipal League award for city’s BEST program


ANCHORAGE- Municipality of Anchorage Chief Fiscal Officer (CFO) Lucinda Mahoney recently
won an Alaska Community Award of Excellence from the Alaska Municipal League (AML) for her
leadership of the city’s BEST (Building Efficient Systems Today) project. The award was for “best
in innovation” in the revenue and finance category.

According to AML, awards recognize small, medium and large cities or boroughs that show
“exemplary efforts or innovations” in local government.

Mahoney, with the encouragement and support of Mayor Dan Sullivan, launched the BEST
project last year to make the city more efficient in its business practices. The project involved a
number of cost-savings initiatives that leverage technology, consolidate resources, and
streamline business processes. Because of BEST, the city now provides pay stubs on-line
instead of delivering print copies to each employee every payday. The city also implemented an
on-line notification system for public notices instead of expensive newspaper advertisements.
Additionally, employees now can update benefit information on-line; previously paper applications
were completed that then were entered manually into the electronic personnel system.

Major transformations are underway with Mahoney’s leadership that further leverage technology
to improve efficiency, accountability, and achieve permanent budget savings. Processes being
re-engineered include electronic timesheets and absence management (to be completed in
2012), and replacement of the Municipality’s Enterprise Resource Planning (ERP) system
(accounting, human resources, purchasing, budgeting) that got underway in September 2011 and
are scheduled to go live in July of 2012. The ERP project will result in significantly more efficient,
paperless processes that will deliver improved service and save taxpayer dollars.

The Mayor also wanted to tap into private sector expertise to learn how the city’s maintenance
operations can become one of the best—and also save money. As such, Mahoney wrote and
issued an RFP for said services. Several months later, CH2M Hill was awarded a contract to
review current maintenance operations—from fleet to facilities to grounds—and identify strategies
by which the city can be more efficient and maintain or improve service. Recommendations are
expected by the end of the year. Mahoney is managing the entire process, ranging from town hall
meetings with employees to managing deliverables, deadlines and reporting from the contractor.

“I can’t think of anyone more deserving of this award than Lucinda,” said Mayor Dan Sullivan.”The
citizens of Anchorage are fortunate to have someone with her talents and skill working hard to
make sure our city government becomes a modern, efficient and customer-friendly organization.”
