As campaign manager for Ralph Samuels, Armstrong oversaw the budget and fundraising goals; coordinated campaign strategies including media, polling, finance, fundraising, voter identification; and oversaw field outreach. While serving with the Port of Anchorage (POA), Armstrong was responsible for strategizing, monitoring and reporting on issues relevant to national security, federal and state environmental regulations.
