Alaska State Senate on Tuesday, March 5, 2013

Senate Revenue Finance Subcommittee—Members conducted a department overview.

Senate Finance Committee—Members considered SB 21, submitted by Governor Parnell, which relates to taxes on oil and gas production. SB 21 was heard & held.

Senate State Affairs Committee—Members considered SB 63, sponsored by Senator Fairclough, which relates to contracts for the preparation of election ballots. SB 63 was heard & held.

Senate Majority Press Availability—Senators Coghill and Huggins were available for questions.

Senate Judiciary Committee—Members considered SB 56, sponsored by Senator Dyson, which adjusts penalties related to certain crimes involving controlled substances. SB 56 was moved out of committee and is on its way to the Finance Committee.

Members then considered SB 49, sponsored by Senator Coghill, which defines “medically necessary abortion” for the purposes of making payments under Medicaid. SB 49 was heard & held.

Members also considered SB 22, submitted by Governor Parnell, which relates to domestic violence, sexual assault, and human trafficking. SB 22 was moved out of committee and is on its way to the Finance Committee.

Joint Transportation Committee—Members considered a design concept report for the day boat ferry.

Senate Special Committee on TAPS Throughput—Members considered SB 59, submitted by Governor Parnell, which relates to approval for oil and gas or gas only exploration and development in a geographical area. SB 59 was moved out of committee and is on its way to the Resources Committee.

Senate Environmental Conservation Finance Subcommittee—Members conducted an overview of the Department of Environmental Conservation. Tom Cherian, Director of the Division of Administrative Services, and Elaine Busse Floyd of the Division of Environmental Health, gave testimony.

Members will then consider SB 21, submitted by Governor Parnell, which relates to taxes on oil and gas production. The Department of Natural Resources, the Department of Revenue, EconOne, PFC Energy, and independent consultant Roger Marks will give testimony.
