House OKs Military Child Custody Bill

(Juneau) - The Alaska State House today unanimously passed House Bill
334, legislation providing new directives and restrictions for the
court system to follow in child custody cases when one parent or
family member is, or will be, deployed. House Finance Committee
Vice-Chair Bill Thomas, R-Haines, sponsored the bill.

"A deploying family member should not have to prepare for a battle on
two fronts, one in theater and the other at home," Thomas said. "The
court system is finding it difficult to balance deployment with the
child's best interest, so HB 334 provides them with clear directives
and definitions. The pressures of military life and deployment already
put a strain on our servicemen and women, not to mention the children
and family support involved. The bill is a priority of the Veterans
Caucus that I and Senator Charlie Huggins co-chair, and we're thankful
my peers in the House passed it out."

House Passes Rep. Wilson's HB 50

(Juneau) - The Alaska State House of Representatives today passed
House Bill 50, which would prohibit mandatory overtime for nurses in
Alaska. Representative Peggy Wilson, R-Wrangell, sponsored the bill.

"Nurses can risk reprisals, including threats of dismissal from
employment, if they refuse to serve mandatory overtime," Wilson said.
"Nurses are often working excessive amounts of hours without adequate
rest. This creates an unsafe work environment for patients and
nurses."

(Juneau) - The Alaska State House of Representatives today
unanimously passed House Bill 354, which expands eligibility for a
loan under the Capstone Avionics Loan Program. Representative Wes
Keller, R-Wasilla, sponsored the bill.

"Alaska is an aviation-reliant state, and rural flying is an everyday
occurrence," Keller said. "Pilots rely heavily on their navigation
equipment to make it safely from 'Point A' to 'Point B.' I am pleased
that my colleagues have chosen to join me in supporting this
legislation. Alaskans will be safer in the skies because of it."

House Bill 336, which would allow members of telephone or electric
cooperatives to vote by electronic transmission.

"Currently, co-op members may only vote in person or via the postal
service," Lynn said. "But technology has presented an electronic
option for members. This bill keeps us up with the times."

Legislature Approves Suicide Prevention Council Bill

(Juneau) - The 26th Alaska State Legislature today passed House Bill
349, legislation allowing the Statewide Suicide Prevention Council to
conduct meetings and hold votes via teleconference. Representative
Anna Fairclough, R-Eagle River, sponsored the bill, which passed the
Alaska State Senate unanimously. The State House unanimously passed
the bill March 12.

"I am thankful my colleagues in the Legislature approved passage of
the bill, which came at the request of the Council," Fairclough said.

House OKs Creating Joint In-State Gasline Development Team

(Juneau) - The Alaska State House today unanimously passed House Bill
369, legislation creating the Joint In-State Gasline Development Team.
House Speaker Mike Chenault, R-Nikiski, sponsored the bill.

The bill would create the team within the Office of the Governor and
empower them to unify state resources and work towards submitting a
project plan by July 2011, with gas flowing by the end of 2015.

"We have studied and talked about an in-state gasline long enough.
Now's the time to get the right group in place to bring a viable
development plan forward," Speaker Chenault said. "HB 369 brings the
relevant state agencies or entities and assets together, unifying
their efforts and giving them clear directives and timelines for
delivering their plan. The Railbelt cannot continue to wait and hope
for a solution. HB 369 is the first step in creating economic
opportunities and a consistent energy supply."

House Passes Cook Inlet Recovery Act

(Juneau) - The Alaska State House today unanimously passed House Bill
280, entitled the Cook Inlet Recovery Act, or CIRA. House Finance
Committee Co-Chair Mike Hawker, R-Anchorage and House Speaker Mike
Chenault, R-Nikiski, sponsored the bill.

"In a few years, the Cook Inlet gas reserves we depend on today will
not be enough to meet the demand of Southcentral homes and
businesses," Hawker said. "Acting now, before there is a crisis, is
critical to securing a stable and affordable energy source for our
community.

"The Cook Inlet Recovery Act will provide incentives to develop and
authority to regulate new gas storage facilities, which are essential
to the utility provider's ability to meet peak deliverability on the
coldest days," Hawker said. "CIRA also enhances existing tax credits
for exploring for new gas in the Cook Inlet."

House Approves Unemployment Tax Exemption For Volunteer Sports
Officials

(Juneau) - The Alaska State House today unanimously passed House Bill
377, legislation exempting volunteer amateur sports officials from
paying state unemployment taxes. House Finance Committee Co-Chair Bill
Stoltze, R-Chugiak/Mat-Su, sponsored the bill.

"Alaskans love their youth sports, including the recently-contested
ASAA March Madness Alaska and all the various leagues across the
state," Stoltze said. "We shouldn't make the burden greater than the
reward for Alaskans who choose to volunteer as sports officials."

House Takes Step to Support Wrangell

(Juneau) - The Alaska State House today unanimously passed House Bill
273, which would complete the formation of the City and Borough of
Wrangell by allocating more land. Representative Peggy Wilson,
R-Wrangell, sponsored the bill.

The City and Borough of Wrangell was formed in May 2008. The State
bestows a general land grant entitlement to newly-formed boroughs. The
original entitlement to CBW was 1,952 acres; HB 273 would increase the
total amount to 9,006 acres. The State has an established policy to
assist the formation and provide for long-term sustainability in
operation of new local governments by furnishing land grants that will
address the needs of residents.

"I live in Wrangell and know the importance of these land selections
to the people of Wrangell," Wilson said.
