Alaska State Senate Highlights on Tuesday, January 22, 2013:


Here are some highlights of what took place in the Alaska State Senate on Tuesday, January 22, 2013:

Senate Floor Session
Today, four bills were introduced on the Senate Floor, including:

                Senate Bill 30, sponsored by Senator Egan, which allows teachers, firefighters, troopers and other public servants to choose between two Alaska retirement systems:  paying into the current 401(k)-style defined contribution accounts or earning a defined benefit pension.  The legislation creates a new, more predictable pension tier for public employees. SB 30 was referred to the State Affairs and Finance Committees.

                Senate Bill 31, sponsored by Senator Stevens, which names the runway at the state-owned airport in Akhiok the Jim Andie and Robin Starrett Memorial Runway. SB 31 was referred to the Transportation Committee.

Senate Bill 32, sponsored by Senator McGuire, which states that the development and operation of a hydroelectric site at Chikuminuk Lake is not an incompatible use in the Wood-Tikchik State Park. SB 32 referred to the Community and Regional Affairs and Resource Committees.

Senate Bill 33 which exempts a certain gas pipeline with a design capacity of 500,000,000 or more cubic feet of gas a day from the state’s oil and gas exploration, production, and pipeline transportation property taxes until the pipeline generates revenue for its owners; and relating to the determination of full and true value for the purpose of determining the amount of required local contribution for public school funding. SB 33 was referred to the Community and Regional Affairs, Resources and Finance Committees.

Other Notes from Floor Session
Dale Anderson (Juneau) and Gloria O’Neill (Anchorage) were appointed to the University of Alaska Board of Regents. The appointments were referred to the Education Committee.

Senate Finance Committee– Deputy Executive Director at Federal Funds Information for States Trinity Tomsic conducted an overview of federal fund allocation for States. Office of Management & Budget Director Karen Rehfeld also presented the Governor’s proposed budgets.

Senate State Affairs Committee– Attorney General Geraghty and Dept. of Natural Resources Commissioner Sullivan gave an overview of Federal overreach by the Departments of Law and Natural Resources.

Lunch and Learn– Boy Scouts from Southeast demonstrated their robotics, sponsored by the Senate Education Committee.

Senate Transportation Committee (Joint w/ House Transportation)— Commissioner Pat Kemp of the Department of Transportation gave an overview of Surface Transportation (incl. Roads to Resources) Department of Transportation/Public Facilities (DOT/PF).

Senate Special Committee on TAPS throughput— Members discussed the oil and gas production tax. Commissioner Dan Sullivan and Deputy Commissioner Joe Balash of the Department of Natural Resources were in attendance to give input, as well as Department of Revenue Commissioner Bryan Butcher, and Oil & Gas Development Project Manager Michael Pawlowski of the Department of Revenue.

Things you might want to check out on Wednesday, January 23, 2013:

8:00 a.m. Senate Education Committee– Beltz 105— Science, Technology, Engineering, and Math (STEM) will give a presentation on education in Alaska FIRST Robotics. Members will also consider SB17 which would extend the Special Education Service Agency (SESA).

9:00 a.m. Senate Finance Committee– Senate Finance 532—David Teal from the Legislative Finance Division will conduct an overview of the budget for FY2014. Trinity Tomsic, Deputy Executive Director at Federal Funds Information for States, will also give an overview of Federal funds information for States.

1:30 p.m. Senate Judiciary Committee (Joint w/House Judiciary)– Capitol 120—There will be an overview of the Alaska Court System, the Office of the Public Defender, and the Office of Public Advocacy.

3:30 p.m. Senate Resources Committee– Butrovich 205—There will be a presentation entitled "Who's Keeping the Lights & Heat On?” Commissioner Larry Hartig of the Department of Environmental Conservation will be in attendance to give testimony on SB 29, which would permit operation of wastewater discharges from commercial passenger vessels, including discharges from advanced wastewater treatment systems, consistent with standards for other permitted discharges throughout the state.
