Joint State Affairs Committee—The Department of Administration Commissioner Becky Hultberg and Deputy Commissioner Mike Barnhill gave an overview of the AlaskaCare Active Employee Health Plan.

Senate Finance Committee—Members considered SB 18, submitted by Governor Parnell, which relates to the State's capital budget for Fiscal Year 2014. SB 18 was heard and held. Overviews of the Departments of Revenue, Alaska Housing Finance Corporation, Alaska Gasline Development Corporation, and Health & Social Services followed.

Joint Armed Services Committee—Lt. General Stephen L. Hoog gave the annual briefing on the U.S. Military in Alaska. Later, Maj. General Thomas Katkus presented an overview of the Alaska National Guard.

Senate Health and Social Services Finance Subcommittee— Chief Executive Officer Jeff Jesse gave testimony on issues concerning the Alaska Mental Health Trust Authority.

Senate Education and Early Development Finance Subcommittee—Director David Teal and Analyst Danith Watts of Legislative Finance gave an overview of Governor Parnell’s FY14 Budget Request. 9:00 a.m. Senate Finance Committee—Senate Finance 532— Karen Rehfeld, Director of the Office of Management and Budget, will give a presentation on FY 2014 Budget Amendments.

10:00 a.m. Senate Session

1:30 p.m. Senate Judiciary Committee—Beltz 105—Members will consider SB 22, submitted by Governor Parnell, which relates to domestic violence, sexual assault, and human trafficking. Public testimony will be heard.

3:30 p.m. Senate Resources Committee—Butrovich 205—Members will consider SB 21, submitted by Governor Parnell, which relates to taxes on oil and gas production. PFC energy, a global consulting firm specializing in the oil and gas industry, will give testimony.
