Alaska State Senate: Today's highlights and Friday's previews


Here are some highlights of what took place in the Alaska State Senate on Thursday, January 31, 2013:

Senate Special Committee on In-State Energy—The Alaska Industrial Development Export Authority (AIDEA) gave an overview of the Fairbanks gas trucking project.

Senate Finance Committee—Members considered SB 20, which makes appropriations for the operating and capital expenses of the state's integrated comprehensive mental health program. Jeff Jesse, Executive Direction of the Alaska Mental Health Trust Authority, also gave overview of Governor Parnell’s FY14 mental health budget.

Senate State Affairs Committee—The Department of Corrections gave a presentation on prisoner reentry and recidivism.

Senate Special Committee on TAPS Throughput—Members considered SB 21, an act relating to taxes on oil and gas production. PFC Energy also gave a presentation followed by public testimony from Kodiak, Homer, Kenai, Seward, Ketchikan, Sitka, Petersburg, Wrangell, Barrow, Bethel, Cordova, Delta Junction, Dillingham, Glennallen, Juneau, Off-nets.

Senate Labor and Commerce Committee—Members considered SB 23, which authorizes the Alaska Industrial Development and Export Authority (AIDEA) to provide financing and issue bonds for a liquefied natural gas production system and a natural gas distribution system; and for development project financing by AIDEA. Testimony was heard.

8:00 a.m. Senate Education Committee—Beltz 105—Nils Andreassen, Executive Director of the Institute of the North, will give a presentation entitled "We the People of Alaska" a Supplement to Alaska Studies High School Courses.

9:00 a.m. Senate Finance Committee—Senate Finance 532—The Alaska Energy Authority will give a presentation.

10:00 a.m. Senate Floor Session

1:30 p.m. Senate Judiciary Committee—Beltz 105—Members will consider SJR 2, sponsored by Senator Dyson, which commends the Office of the Governor, the attorney general, and the commissioner of natural resources for their efforts in fighting federal overreach. The resolution also urges the United States Congress and the President of the United States to not overstep their bounds in relation to the management of state resources. Testimony will be heard.

2:00 p.m. Senate Legislative Centennial Commission Committee—Capitol 106—Agenda TBA

3:30 p.m. Senate Resources Committee—Butrovich 205—Bill Barrons, Director of the Division of Oil and Gas, will give testimony on petroleum leasing and unitization.
