Alaska State Senate Highlights on Wednesday, February 6, 2013:

Senate Session—Today, two Senate bill and two House bills were introduced on the Senate floor:

Senate Bill 44, submitted by Governor Parnell, which relates to election practices and procedures, specifies that the Division of Elections may conduct elections for advisory school boards in regional educational attendance areas, and moves primary elections to the second Tuesday of August. SB 44 was referred to the State Affairs Committee.

Senate Bill 45, sponsored by Senator McGuire, which sets special registration fees for alternative fuel vehicles, was referred to the State Affairs and Finance Committees.

House Bill 36, sponsored by Representative Wilson, which amends Alaska’s Waste Management and Disposal Authorization such that the use of military ranges can occur in accordance with the Federal Water Pollution Control Act, was referred to the Resources Committee.  

House Bill 80, submitted by Governor Parnell, which updates the standards for cruise ship wastewater discharge, was referred to the Finance Committee.

Senate Education Committee—Members considered SB 40, which makes special appropriations for new engineering buildings for the University of Alaska in Anchorage and Fairbanks. SB 40 was heard and held.

Senate Finance Committee— Members considered SB 29, submitted by Governor Parnell, which updates the standards for cruise ship wastewater discharge. SB 29 was heard and held.

Lunch and Learn—Senator Olson & Representative Edgmon hosted a Lunch & Learn on "An Affordable Housing Conversation" presented by the Association of Alaska Housing Authorities.

Senate Resources Committee—Testimony was heard on “The Alberta Experience,” and “PFC Energy.” Members also considered SB 26, submitted by Governor Parnell, which reforms and streamlines procedures for obtaining, issuing and appealing permits, leases and other authorizations issued by the Department of Natural Resources. SB 26 was heard and held.

8:00 a.m. Senate State Affairs Committee (Joint w/House)—Capitol 106—Becky Hultberg, Commissioner of the Department of Administration, will give an overview of employee health plans.

8:00 a.m. Senate Health and Social Services Finance Subcommittee—Beltz 105—There will be a department overview and status update of the FY14 budget and the status of FY13 increments. 

9:00 a.m. Senate Finance Committee—Senate Finance 532—Members will consider HB 80, submitted by Governor Parnell, which updates the standards for cruise ship wastewater discharge. 

12:00 p.m. Lunch and Learn—Capitol 106—The Senate Special Committee on TAPS Throughput will host a Lunch and Learn on super critical water extraction and refining, presented by Heavy Oil Solutions, LLC.

1:30 p.m. Senate Labor and Commerce Committee—Beltz 105—Members will consider SB 16, sponsored by Senator Giessel, which revises statutes governing architects, engineers, and land surveyors in Alaska. Members will also consider SB 38, sponsored by Senator Dyson, which extends the termination date of the State Medical Board.

1:30 p.m. Senate Transportation Committee—Butrovich 205—Members will consider SB 31, sponsored by Senator Stevens, which names the runway at the state-owned airport in Akhiok the Jim Andie and Robin Starrett Memorial Runway.

3:30 p.m. Senate Special Committee on TAPS Throughput—Butrovich 205— Members will consider SB 21, submitted by Governor Parnell, which relates to taxes on oil and gas production.
