Alaska State Senate Highlights on Monday, February 18, 2013

Senate Finance Committee—Members considered SB 18, submitted by Governor Parnell, which relates to the State's capital budget for Fiscal Year 2014. Becky Hultberg, Commissioner of the Department Administration, gave a presentation on contract negotiations. Later, an overview of the Department of Commerce, Community & Economic Development was conducted by the Director of Administrative Services, JoEllen Hanrahan and the Executive Director of the Alaska Energy Authority (AEA), Sara Fisher-Goad.

Senate Judiciary Committee—Members considered SB 22, submitted by Governor Parnell, which relates to domestic violence, sexual assault, and human trafficking. Public testimony will be heard. SB 22 was heard & held. Later, Select Committee on Legislative Ethics conducted a confirmation hearing of Gary J. Turner.

Senate Resources Committee—Members considered SB 21, submitted by Governor Parnell, which relates to taxes on oil and gas production, with testimony to follow. SB 21 was heard and held.

7:30 a.m. Senate Special Committee on In-State Energy—Butrovich 205—An overview of the Susitna Watana Hydro Project will be conducted by Executive Director Sara Fisher-Goad, project manager Wayne Dyok, and Project Economist Nick Szymoniak of the Alaska Energy Authority (AEA).

11:00 a.m. Senate Floor Session—Senators will consider HB 80, submitted by Governor Parnell, which updates the standards for cruise ship wastewater discharge.

Immediately following Floor SessionSenate Majority Press Availability— Butrovich 205—Senate President Charlie Huggins, as well as Senators Pete Kelly, Kevin Meyer, and Cathy Giessel will be on-hand to questions about current issues.

1:30 p.m. Senate Labor & Commerce Committee—Beltz 105—Members will consider SB 23, submitted by Governor Parnell, which gives the Alaska Industrial Development and Export Authority (AIDEA) the ability to finance a natural gas liquefaction plant and a liquefied natural gas (LNG) distribution system within the Fairbanks North Star Borough. Members will also consider SB 16, sponsored by Senator Giessel, which revises statutes governing architects, engineers, and land surveyors in Alaska, designating a full-time investigator specifically for the State Board of Registration for Architects, Engineers, and Land Surveyors (AELS). Lastly, members will consider SB 38, sponsored by Senator Olson, which extends the termination date of the State Medical Board.

1:30 p.m. Senate Transportation Committee—Butrovich 205—Members will consider SB 24, sponsored by Senator Stevens, which alters the makeup of the Alaska Marine Transportation Advisory Board (MTAB) by adding a twelfth seat designated for a representative from Southcentral Alaska. Members will also consider HB 15, sponsored by Representatives Keller and Isaacson, which updates the current statutory descriptions of commercial vehicles.

3:30 p.m. Senate Public Safety Finance Subcommittee—Senate Finance 532—Members will consider trooper aircraft and budget amendments. 

5:30 p.m. Senate Environmental Conservation Finance Subcommittee—Senate Finance 532—David Teal, Director of Legislative Finance, will conduct an overview of Governor Parnell’s FY2014 budget request. Later, there will be an overview of the Department of Environmental Conservation by the Department’s Commissioner, Larry Hartig, and the Director of the Division of Administrative Services, Tom Cherian.
