Federal Subsistence Board to Consider a Petition to Exercise Extraterritorial Jurisdiction to Non-Federal Marine Waters Adjacent to Admiralty Island

The Federal Subsistence Board will meet March 21-23 to review a petition,
submitted by Kootsnoowoo, Inc., to extend extraterritorial jurisdiction to
non-Federal marine waters adjacent to Admiralty Island. Following public
and State comment; Tribal and ANCSA Corporation consultation; and the
Southeast Alaska Regional Advisory Council’s recommendation, the Federal
Subsistence Board will meet in executive session to develop a
recommendation to the Secretaries of the Interior and Agriculture regarding
the petition.

In addition, the Board will review and take action on a proposal (WP10-69)
that requests the recognition of customary and traditional use of moose in
Unit 21E by residents of Lower Kalskag, Upper Kalskag, Aniak, and
Chuathbaluk.  Action on this proposal was delayed at the January 2012 Board
meeting, pending review of the proposal by the Yukon-Kuskokwim Delta
Subsistence Regional Advisory Council. The Board will provide the
opportunity for Tribal and ANCSA Corporation leaders to consult on the
proposed change to subsistence hunting regulations.

Throughout the meeting there will be opportunities for the public to
testify on both agenda and non-agenda items.

The meeting will be held at the Elizabeth Peratrovich Hall in Juneau,
Alaska and will begin at 1:00 p.m. on March 21. On March 22 and 23, the
meeting is scheduled from 8:30 a.m.–5:00 p.m. or until the Board calls a
recess for the day, or completes its work.

Teleconference information and meeting materials, including the staff
analysis of the petition for extraterritorial jurisdiction, will be posted
to the Federal Subsistence Management Program’s website
http://alaska.fws.gov/asm/board.cfml by February 27.
