Proposed Decision on Shell Offshore Inc. Air Permit Application to Operate the Frontier Discoverer Drillship and Fleet - Beaufort Sea, Alaska

The U.S. Environmental Protection Agency (EPA) is reviewing a Clean Air Act permit application by Shell Offshore Inc. (Shell, 3601C St, Ste. 1000, Anchorage, Alaska 99503) to operate the Frontier Discoverer drillship and associated fleet for multi-year oil and gas exploration. Shell proposes to conduct oil and gas exploration drilling within its current lease blocks in lease sales 195 (March 2005) and 202 (April 2007) on the Beaufort Sea outer continental shelf, within and beyond 25 miles from Alaska's seaward boundary. Because the proposed drillship operations would be a "major" source of air pollutants, the project is subject to the Prevention of Significant Deterioration regulations.

PUBLIC COMMENT

EPA will publish a notice of the permit decision and the public comment period in the Anchorage Daily News and Arctic Sounder newspapers and on the EPA air permit web site. EPA expects to propose a permit decision on or around February 17, 2010. The public will have an opportunity to comment on EPA's proposed permit decision. EPA will receive comments on our permit decision at public hearings in Barrow, Nuiqsut and Kaktovik. You do not need to attend the public hearings to submit comments. Written comments can be submitted by mail or e-mail during the comment period. You can also record and submit your comments on cassette tape or CD.
