Keller Bill Aims At Expanding Aviation Safety

(Juneau) - Representative Wes Keller, R-Wasilla, introduced
legislation yesterday that proposes improving aviation safety in
Alaska. House Bill 354 would allow funds from the Capstone Avionics
Loan Program to be leveraged by operators or carriers that lease their
aircraft, instead of owning them outright.

"The program was developed to provide low-interest loans to in-state
private and commercial aircraft owners to upgrade their avionics, or
on-board navigational aids and computer systems. The problem is the
word 'owners' because it eliminates individuals and companies that
lease their aircraft," Keller said.

Passage of the bill would extend the loan program to lessees, as well
as owners.
