Proposed Changes in the Regulations of DOT & PF
The Department of Transportation and Public Facilities proposes to adopt regulation changes in Title 17 of the Alaska Administrative Code, dealing with commercial vehicle enforcement, including the following:
17 AAC 25.013 changes tire weights to 600 lbs. per linear inch of tire width so that all tires are allowed the same weights as the steer axle.
17 AAC 25.014 is amended to allow LCVs to operate on the Palmer-Wasilla Highway Extension, Knik-Goosebay Road and Point McKenzie Road.
17 AAC 25.200, several sections are repealed to delete sections not in accordance with the requirements of 49 CFR 350 as determined during the Division’s 2010 FMCSA audit and is amended to adopt the 10/1/2011 version of HM Regulations.
17 AAC 25.210, several sections are repealed to comply with the Division’s FMCSA audit and to require annual updates to the MCS 150 form.
17 AAC 25.220, several sections are repealed to delete sections not in accordance with the requirements of 49 CFR 350 as determined during the Division’s 2010 FMCSA audit and is amended to adopt the 10/1/2011 version of 49 CFR Part 395.
17 AAC 25.320, is amended to allow the Director to suspend a carrier’s privilege to attain a permit and to adopt the 2012 version of the Permits Manual.
17 AAC 25.375, is amended to add appeal procedures for a suspension of privileges to attain permits.
17 AAC 25.380, is amended by adding a $75 Call-Out fee for permit requests made after hours.
17 AAC 25.400, is amended to allow for the issuance of a stop movement order for non-payment of UCR fees.
The Department of Transportation and Public Facilities, Administrative Permit Manual: Oversize and Overweight Permits, is amended to (1) clarify boundaries of Urban Area Peak Traffic Restrictions, (2) change speed restrictions for loads up to 14 feet wide, (3) add height pole requirements for load over 17 feet high, and (4) clarify requirements and specifications for pilot cars and operators.

The hearing will be held from 2 p.m. to 4 p.m.

After the public comment period ends, the Department of Transportation and Public Facilities will either adopt these or other provisions dealing with the same subject, without further notice, or decide to take no action on them.
