House Majority E-News for April 9, 2011

House OK's Creating Fiscal Futures Task Force

(Juneau) - The Alaska State House of Representatives today
unanimously passed a resolution creating a task force to continue the
conversation around the state's potential financial outlook.

House Concurrent Resolution 12, sponsored by Majority Leader Alan
Austerman, R-Kodiak, would create the Task Force on the Fiscal Future
of Alaska to make recommendations and propose draft legislation where
needed on fiscal policy issues before the legislature.

Leader Austerman says the resolution further reinforces the Majority
Caucus's top Guiding Principle for the 27th Alaska Legislature:
promoting fiscal responsibility. "The Task Force acknowledges and
continues the work of 2010's Fiscal Policy Working Group, made up of
Alaskans who share a concern about our state's fiscal future,"
Austerman said.

House Passes Neuman's Self-Defense Bill

(Juneau) - The Alaska State House of Representatives passed
legislation today clarifying an individual's use of self defense. This
legislation makes it clear that if you are in a place you are legally
justified in being, you may take the steps necessary to protect
yourself and your family, including the use of deadly force.
Law-abiding Alaskans have the right to stand their ground.

House Bill 80, sponsored by Rep. Mark Neuman, R-Susitna Valley,
clarifies the state's already-recognized right to use deadly force in
self defense. "Alaskans have a right to stand their ground, HB 80
further clarifies that to say you have that right where you have a
legal right to be," Neuman said. "This clarifies that right extends
beyond your home or place of work to a public place.

House Re-Authorizes Alcoholic Beverage Control Board

(Juneau) - The Alaska State House of Representatives today
unanimously passed a bill giving the Alcoholic Beverage Control Board,
or ABC Board, another year to comply with recommended changes to their
operations made by legislative auditors.

House Bill 206, sponsored by the Labor & Commerce Committee, extends
the board through June 30, 2012. L&C Chair Kurt Olson, R-Kenai, says
the extension allows the board to keep working on the audit
recommendations and come back for a longer extension next session.
"The ABC Board, per the audit, continues to provide their stated
service: regulating the manufacture, sale, barter and possession of
alcoholic beverages in Alaska. They just need to begin making the
improvements outlined in the last three sunset audits."
