House Passes Initiative Reform Legislation

(Juneau) - The Alaska State House today passed House Bill 36,
legislation providing safeguards to the state's voter initiative
process. House Majority Leader Kyle Johansen, R-Ketchikan, Rep. Peggy
Wilson, R-Wrangell, and Rep. Charisse Millett, R-Anchorage, sponsored
the bill � the Open and Transparent Initiative Act � which passed by a
vote of to 35 to 5.

"HB 36 will restore Alaskan's faith in our election process by
imposing more financial disclosures," Majority Leader Johansen said.

"Public hearings allow Alaskans to have the opportunity to see beyond
the slick ad campaigns coming from groups for and against an
initiative," Rep. Charisse Millett said. "The public can ask questions
and start an open dialogue about what the initiative will really
accomplish."

"Voter-approved initiatives carry the same weight as laws passed by
the legislature," Rep. Peggy Wilson said. "It is only right and fair
that we shed the same amount of light on initiatives as bills and
resolutions before the legislature."

House Supports Alaska Grown Option in Schools

(Juneau) - The Alaska State House this weekend unanimously passed
House Bill 70, also known as the Farm-to-School Act. The bill would
heighten the presence of locally-grown produce in Alaska schools and
create opportunities for students to be involved in agriculture.
Representative Carl Gatto, R-Palmer, sponsored the bill.

"Not only would this allow students a better understanding of
nutrition, but there's also an opportunity for farmers and gardeners
in the business to have a dependable income stream," Gatto said.

House OKs Expanding AIDEA Board of Directors

(Juneau) - The Alaska State House today unanimously passed House Bill
363, legislation altering the composition of the Alaska Industrial
Development and Export Authority (AIDEA) Board of Directors. The House
Community & Regional Affairs Committee sponsored the bill.

"The goal of the restructure is to put private sector strategic
leadership at the helm of the state's development financing
corporation," C&RA Co-Chair Cathy Muñoz, R-Juneau, said. "This will
enable AIDEA to engage proactively in the development projects that
should occur in the state of Alaska."

House Approves Restoration of 2nd Amendment Rights Bill

(Juneau) - The Alaska State House today unanimously passed House Bill
408, legislation restoring full Constitutional rights protected by the
2nd Amendment to Alaskans who have past felony weapons misconduct
convictions. The House Judiciary Committee sponsored the bill.

"HB 408 is a policy call of the Legislature to comply with the U.S.
Supreme Court's all-or-nothing test set forth in Caron vs. U.S. Under
current Alaska law, 95-percent of a person's gun rights are restored,"
Judiciary Committee Chair Jay Ramras, R-Fairbanks, said. "We are
proposing to restore the rights of Alaskans to keep and bear arms so
long as they were not convicted of crimes against a person. Gun
ownership is a way of life in many areas of the state and 50 and
60-year old Alaskans who live in the Bush face life-or-death
circumstances simply because of where they live. Alaskans who have
been convicted of weapons misconduct felonies but have had most of
their rights restored deserve the right to protect themselves."

Concurrent Resolution 22, legislation establishing the Alaska Northern
Waters Task Force to coordinate Alaska and federal Arctic marine

House Approves Restructured AK Children's Trust Bill

(Juneau) - The Alaska State House today unanimously passed House Bill
190, which enhances the ability of the Alaska Children's Trust (ACT)
Board of Directors to invest in effective programs aimed at preventing
child abuse in Alaska.

Representative Anna Fairclough, R-Eagle River, sponsored the bill,
which provides a more predictable funding stream, provides a record of
donations, and ensures donor intent.

Fairclough says HB 190 was written to address concerns brought
forward by the ACT and the Friends of the Alaska Children's Trust, or
FACT Board of Directors. The existing Trust grant-making process was
too cumbersome and the year-to-year revenue was unpredictable. "The
reality was that we had a very well-meaning program that simply wasn't
able to meet its intended goal of private fundraising and for programs
to impact the incidence of child abuse and neglect in Alaska,"
Fairclough said. "This rewritten Committee Substitute is the product
of a lot of discussion � from the public, ACT and FACT Board of
Directors, state departments, legislative legal and legislative
committees � we believe this is the right step to get the Trust to a
place where it was always envisioned."
