House Moves to Change Makeup of State Personnel Board

(Juneau) - The Alaska State House today passed House Bill 348,
legislation changing the selection process and composition of the
State Personnel Board appointed by the Governor. Representative Bob
Lynn, R-Anchorage, sponsored the bill. It passed 29-10 on
reconsideration.

"I think all of us are concerned about how ethics complaints are
handled," Lynn said. "The long and short of it is that the board, as
currently constructed, lends itself to the criticism that it's a
creature of the governor rather than an independent body when it comes
to investigating ethics complaints."

House OKs Allowing Railroad to Sell Non-Essential Land

(Juneau) - The Alaska State House today passed House Bill 357,
legislation allowing the Alaska Railroad Corporation to sell
non-essential land. House Finance Committee Co-Chair Bill Stoltze,
R-Chugiak/Mat-Su, sponsored the bill, which passed by a vote of 34 to
3.

"The sale and relationship between public and private lands are vital
to the economic development and growth of our state," Stoltze said.
"We've learned that some current railroad leaseholders are unhappy
with the inability to purchase their leased properties from the
railroad. Some of these companies are industrial anchors and have
spent significant amounts of capital to improve their holdings, which
can be wiped off the slate if the railroad or companies don't choose
to renew the lease. HB 357 allows the Railroad's Board of Directors to
vet prospective sales, and doesn't impinge their ability to hold on to
the lands."

"Alaska's growth and economic health is dependent upon
diversification of land ownership, which increases the tax base of the
state and encourages responsible development of Alaskan land," Stoltze
said.

House Acts To Extend Salmon Product Development Tax Credit

(Juneau) - The Alaska State House today unanimously passed House Bill
344, legislation extending the Salmon Product Development Tax Credit
through DEC. 31, 2015. House Finance Committee Vice-Chair Bill Thomas,
R-Haines, sponsored the bill.

"The tax credit was intended to spur Alaska salmon marketability and
improve quality, which it has. Alaska salmon is considered the best in
the world today and I'd like to believe this credit is one of the
reasons why," Thomas said. "Our salmon industry is beginning to
recover from years of low values and competition from farmed fish.
Extending the credit four years will allow the industry to continue
the progress being made in developing and producing top-shelf salmon
products."

Legislature Passes HJR 53

(Juneau) - The Alaska State Senate today unanimously passed House
Joint Resolution 53, relating to designating the Honor and Remember
Flag ® as a symbol of national gratitude toward service members who
have given their lives serving our nation. The House Special Committee
on Military & Veterans' Affairs sponsored the bill.

"The flag serves to give closure to the thousands of families that
deserve recognition for the sacrifice of a lost loved one," Gatto
said, "as well as to remind Americans of the value of each individual
life given for our freedom."

House Approves HB 226

(Juneau) - The Alaska State House today unanimously approved House
Bill 226, renaming certain sections of roads in the Palmer and Wasilla
as the Mat-Su Veterans' Highway. The bill was sponsored by
Representative Wes Keller, R-Wasilla.

"HB 226 has been one of those pieces of legislation that is such an
honor to work on," Keller said. "It's a chance for us to take a little
piece of the Mat-Su and say thank you to the men and women who have,
and are still, serving our country."

Legislature Supports Motorcycle, Motor Scooter Safety

(Juneau) - The Alaska State Senate today unanimously passed House
Bill 262, legislation designating May as Motorcycle and Motor Scooter
Awareness Month in Alaska. Representative Wes Keller, R-Wasilla,
sponsored the bill.

"I have enjoyed working on the bill this year with the guys and gals
who ride motorcycles and are concerned with safety. This will allow
them to continue their efforts in an organized manner," Keller said.
