Fox Systems to Conduct Alaska State Medicaid Health Information Technology Plan (SMHP) Technical Assistance

MCLEAN, Va.--(BUSINESS WIRE)--Fox Systems (FOX) has been awarded the contract to provide technical assistance to the State of Alaska Department of Health and Social Services in developing a State Medicaid HIT Plan (SMHP). The work has four primary objectives: 1) assess the Medicaid As-Is landscape, 2) develop the To-Be landscape, 3) develop an electronic health record (EHR) incentive program plan, and 4) develop the SMHP Roadmap based on the inputs from the previous three objectives, as well as draft an Implementation Advance Planning Document (IAPD).

This award reflects positively on our experience with the State in developing its Medicaid Management Information System (MMIS) requirements, performing a survey of Medicaid providers about the MMIS system, and assessing the feasibility of managed care in Alaska. We have also conducted 18 state MITA State Self-Assessments and are developing SMHPs for three other states. We will leverage SMHP, Personal Health Record, Master Patient Index, and IAPD development from other states, while recognizing that Alaska, with its remote communities, dependence on telecommunications, ethnic diversity, and multiple modes of healthcare delivery, will require a unique solution. The To-Be plan will incorporate the Telemedicine, Health Clinic, and ePrescribing components into a cohesive roadmap for the SMHP. During the planning process FOX will assist in stakeholder meetings to determine what information will be included in an EHR, what data standards will be used, and develop Meaningful Use Criteria for Alaska that is in alignment with federal Medicare Meaningful Use standards to be submitted to the Office of the National Coordinator for Health Information Technology. The SMHP will also consider input from the other stakeholders in the Alaska electronic health information network.
